It isn't on the site at the time of this posting but isn't it that Korean plane shmup game?

If shmup means "shoot 'em up", I'm guessing that you're telling me that there's a Korean shoot 'em up game called TigerFox. Google returns a lot of results for "TigerFox", but I didn't manage to find the game you're referring to.
Anyway, Everett Kaser's TigerFox reminds me of a Vic 20 cassette game I used to play called Trap-Man. The computer would randomly generate a maze and you had to collect all of the pellets while avoiding the Trap-Man. Winning required luck, because you would have to pass the Trap-Man at least once, which was accomplished by hiding in one of the branches at a fork in the maze and hoping that the Trap-Man would go the other way. There was no way to know which way he would go, so it was kind of unfair when your friend got lucky on his turn and you were unlucky on yours. TigerFox's mazes are always the same, and the tiger will always head directly towards you, so it's mostly a game of skill. I think the fox's movements are random, so you can get unlucky with the fox's choices, but this mostly just allows every game to play out differently.
