Game Builder Lite (MVP Software, creates adventure games)
The Games Factory (Win16 (And Win32 seperately), gfshw16.exe, 30-day trialware)

I believe Click & Play, by the same people as TGF, had an unlimited shareware version that would create a splash screen at the beginning and end of the game if CnP was unregistered.

i also googled a little about
3d game studio is relative cheap and easy and theres a tryable version too
if it may be little more to learn you may try microsoft xna game studio (code is c#) (afaik its free even for commercial use)
