I've got a CM2 96/97 working earlier on, but now I'm getting this message again.

The CM folder is located on my computer at d:/cm2 and the cd is in my f drive.

I am using the following commands in dos box:

Z:\>mount c d:/cm2
Drive C is mounted as local directory d:/cm2\

Z:\>mount d f:\ -t cdrom
MSCDEX installed
Drive D is mounted as CDRom f:\

Z:\>C:

C:\>cm2

ERROR: CD IN THE DRIVE IS NOT CORRECT

I assume CM2 is Championship Manager 2. You said that it used to work, but now your CD isn't being recognized. The first question is: are you doing anything differently? Have you changed any of the game's settings (is there a setup.exe or config file?), and are you sure that the CD is still readable. Try going to your virtual CD (D:\) and use the DIR command to see if DOSBox is mounting the CD properly. A scratch could have rendered a key file unreadable. Will Windows still recognize the CD? If you're using the original, make a backup and use that instead. CDs are notoriously easy to damage.

My second question is: have you tried playing the game without DOSBox? A surprisingly large number of games work in Windows XP without DOSBox (see the DOS Games Compatibility Wiki). If it plays the game, but lacks sound, you can use VDMSound to emulate a SoundBlaster. If you're using Vista, you're probably out of luck for support outside of DOSBox.

The mount command in DOSBox has a lot of options for getting CD-ROMs to be recognized. If you're using the commands that worked before, it seems more likely that the problem is with your CD, or where CM2 is expecting to find the CD, but it doesn't hurt to try some of the advanced mounting options to see if you can get the CD to recognize. Finally, if it was working in DOSBox 0.70 and stopped working in 0.71, make a bug report to the DOSBox crew. There are alternatives to DOSBox, such as FreeDOS, that might work in the meantime.
