Looking for a classic PC fighting/action type game [Cell Block A]

Have been seeking this game for about a decade, here is what I know.

-From mid to late 90's. (Most likely Win 95 - Dos era, may have been Dos based)
-A 'Non-scrolling' 2d platformer type.
-Based in a prison/jail type environment (at least some of the time)
-Had multiplayer PvP. (Single system, same keyboard)
-Had weapons like crowbars, fire extinguishers etc.
-Had a sandbox level creator.

May have involved the word "Cell", maybe a publisher or something.
All I can remember for now, any help would be greatly appreciated.
