Let's not forget that it is desirable to obtain permission from the copyright holders to distribute the 1989 version.

That does not cover the original 1989 version. The owner of playdosgames.com had to contact the CEO of Kadon Enterprises to obtain the permission to host the DOS version. There is no license that provides that permission to any party by default.

This is for
DOSGuy to decide, but as I mentioned earlier, other sites had to individually request permission from the CEO of Kadon Enterprises to host/mirror the 1989 version.

I'd be happy to host it if I can get permission, and if it's for DOS/Win16/Win9x. I don't see any mention of a PC port of the original game in the Wikipedia article.

The DOS version definitely exists:
