That's one very good, lightweight and functional orthodox file manager a la Norton Commander. There's an interesting article about it at Softpanorama.org:

Another noteworthy DOS file manager you could add is Dos Navigator, which is completely free BTW. It is also featured at Softpanorama.org:

I still shudder at the thought of PCs being rare as Lamborghinis and can only sympathize with the
author of the program.

Well, that situation changed more or less quickly during the nineties, and very soon people in the post-Soviet countries could afford relatively cheap PCs, either second-hand, custom built from discount parts, or cheaper machines that were assembled (and partially manufactured) in Asian countries (that was before the time when countries like Taiwan or South Korea became major hardware manufacturers). Licensed software wasn't as affordable in the nineties though.
